Position Summary

EXECUTIVE DIRECTOR PLANNING AND RESOURCES

 

  • provides strategic leadership and operational management of the Planning and Resources directorate and co-ordinates and monitors the financial resources of Colac Area Health (CAH)
  • works closely with the Executive team, the Board and the Department of Health and Human Services (DHHS) to ensure optimal resource utilization to achieve high quality and safe patient and aged care service delivery to the CAH community
  • establishes and maintains appropriate financial management, audit, risk and asset controls and practices consistent with DHHS and other funding bodies and relevant legislation

Situated just 150 kilometres south-west of Melbourne, on the edge of the stunning Otways, close to Lorne, Apollo Bay and the Surf Coast, Colac Area Health services 21,000 people who call Colac Otway Shire home.  Colac Area Health provides a mix of Medical, Surgical, Urgent Care, Aged Care and Specialist services and as part of the Executive team you will have a role in developing all aspects of the health service.

 

The Executive Director Planning and Resources supports the Board’s Finance Risk and Audit Committee ensuring effective process management and timely information for governance, monitoring and continuous improvement of CAH resources.  They also work with Executives and teams across CAH to ensure effective, efficient management and achievement of budget and performance targets.  The position requires an active leader who as part of the CAH Executive team, will support the achievement of CAH’s Vision, Mission and strategic goals.

The role requires

  • Proven executive level leadership of a Planning and Resources function including developing and maintaining successful collaborative relationships with the Department of Health and Human Services and Executive team
  • Demonstrated high level competence in Financial management and Reporting, Audit and Risk management and experience applying the principles of quality, safety and continuous improvement
  • Excellent stakeholder relationship skills along with the ability to build a strategic approach to financial and operational management
  • Post graduate qualifications in Business and Financial management, along with experience in health administration (or similar) will be essential

Selection Criteria Essential: Highly developed interpersonal, communication and negotiation skills and effective stakeholder management to achieve complex financial improvement goals
Essential: Tertiary level qualifications in an Accounting and post- graduate qualifications in management, health administration, business or quality management (or similar), or substantial and current experience in a senior management role in the health and human services industry. Evidence of both high level
Essential: A thorough understanding of the public health industry, public hospital management and comprehensive knowledge of program funding streams and services with the ability to assess financial cost drivers and use critical thinking and analytical skills to recommend actions
Essential: Highly developed skills in informing budget build; managing, identifying, analysing and taking corrective actions toward budget variations
Essential: Demonstrated skills in executive leadership, change management and people management and development of effective process and systems through their team leadership
Essential: Extensive understanding of the principles of quality, safety and risk management
Essential: High level of capability to write or organise the development of submissions, reports and reviews succinctly to ensure key information is conveyed to Board, DHHS and governance partners
Essential: Proven leadership of a programs to improve financial sustainability including developing and maintaining collaborative partnerships and stakeholder relationships both internally and externally (e.g. with members of Executive, staff, Government departments, Contractors other community and health ser
